On-Demand Video: Foster Innovation and Adaptability

Body

This is the second discussion of a three-part series, "Unlocking the PPBE Commission's Final Report — What Can DoD Do Now?"

This series will not be a rehash of report recommendations. Rather, the goal is to start looking at what can be done now in the PPBE process—from strategy and planning to execution:

  • Identify what PPBE recommendations DoD can act on now
  • Understand DoD’s perspective on implementing the Commission’s recommendation
  • Engage with authors behind the AIRC PPBE reports

Three of the areas of recommendations in the Commission's Final Report are covered in this series:

  • July 18: Improve the Alignments of Budgets to Strategy
  • August 1: Foster Innovation and Adaptability
  • August 15: Strengthen Relationships Between DoD and Congress

Here are four recommendations in the second grouping of PPBE Commission Report recommendations that DoD can implement now—without any changes to statute (see pgs. 67—94)

  • #10 (Key): Review and Consolidation Budget Line Items
  • #11C: Align Program and Program Office Funding to the Predominant Activity of the Program
  • #12: Review and Update PPBE-Related Guidance Documents
  • #16: Encourage Use of the Defense Modernization Account
